Need help. Should Blackie be euthanized?

One-eyed (soon to be no eyes) Blackie. I need help. Should he be euthanized? Is this popeye disease? Will he recover? I realize my tank is in rough shape. I just treated the whole tank for ich and added the charcoal back in. I know the water needs to be changed out. I am just at loss with this eye business.
