Company seems super shady

So I received one of these from someone who's cat had run away. It was missing the plastic toilet drain hook. The company does not sell these on the website, so I called to try and purchase one. I was told they could not sell me one unless I shipped the entire unit to them and then paid another $35 for them to inspect it. I'm so confused right now. I haven't been able to find another source for these online. Anybody else selling these?
