Lack of work

I was hired onto a union company the end of last year. Since the start of this year i’ve already had 3 weeks that I had to sit at home due to lack of work in the company. I haven’t been able to get a straight answer when work will be available for me so, It’s looking like i will also be sitting at home at-least some of next week too. Is this a normal experience for most probationary workers? I have enough saved to handle some days off work, but if this keeps happening it could become a problem.
