Ship command levels

I have a level 4 ship command and my ship says I can have 16 crew but when I try to add more than 6 it says I can't have more crew with my current command level? Am I being retarded and missing some kind of secondary skill with this cause level 4 says I can habe up to 20 but it won't let me add more than 6
