Can someone explain standardized vehicle upgrades to me?

What level metalworking/mechanics do i need to upgrade vehicles? What upgrades are available and how do I check this? Does this mod work with filibusters? Where can i see a list of all possible upgrades for all possible cars? Doez upgrading the armor of vehicles actually do anything?
