Question about libraries

Okay this is probably an idiotic question, but are libraries open on 24.12 and 31.12? Any library in any Bezirk, I don't care.

I need to find a place where I can spend a few hours on both days, out of the cold and for free. If libraries are not an option, what would you suggest?

(Suggestions for 25.12 and 1.1 would be appreciated as well)
